Holiday scheduling is the work of deciding, before a public holiday arrives, who is off, who is working, how many people each day needs and what those days are allowed to cost. Knowing how to schedule staff for a holiday weekend starts there. So the only holiday premium federal law makes you pay is the one a long weekend creates by accident, when four days sit on top of a week that was already full. States and your own agreements can ask for more.

Each of the four days needs its own headcount, because Saturday and Monday are not the same business. Staffing all four the same is the most expensive habit in holiday scheduling, and it always overpays on the quiet day. Get the number from last year of the same weekend, day by day. Give each of the four days its own dollar ceiling, because holiday labor cost is four different numbers and one weekly figure hides all of them. A week that comes in on budget can still hold a Monday that lost money, and your holiday weekend labor budget is what catches it.
