Full time has no single legal number. Federal wage law leaves it to each employer. The IRS counts 30 hours a week as full time for its health coverage rules, the Bureau of Labor Statistics counts 35 or more, and overtime starts after 40. That is why one person can be full time and part time in the same week. For example, if you have an employee who works 32 hours every week, the IRS health coverage rules count them as full time, because 32 is over 30. The Bureau of Labor Statistics counts them as part time, because 32 is under 35. And they never reach overtime, because 32 is under 40.

How many hours is part time?

Part time is anything below the full-time line of the rule you are using. So when the rule moves, part time moves with it.

Look at where the white mark lands. For example, the employee on 32 hours sits inside the BLS bar and inside the federal jobs bar, so both of those call them part time. It sits outside the IRS bar, so the health coverage rules do not.

So when somebody asks whether a job is part time, ask one thing back. Part time for what?

How to calculate full-time equivalent employees

A full-time equivalent, or FTE, turns part-time hours into a count of full-time people. The FTE calculation the IRS uses for its health coverage count takes three steps.

    Add up the hours

    Add up the hours worked in the month by every employee who is not full time.

    Cap each person at 120

    Count no more than 120 hours for any one person.

  3. 3

    Divide by 120

    Divide the total by 120. The answer is your number of full-time equivalents for that month.

Twenty part-time people count as ten full-time ones. The IRS then adds those ten to the employer’s full-time employees for its count (IRS).

How to keep each person at the weekly hours you set

Once you know your number, the job is keeping every week at it. That takes three habits, and you can do all three with a spreadsheet.

First, write the number down for each person. Put the weekly hours you agreed in the offer letter and in your own notes. Second, add up every person’s week before you post it. One total per row, every single week. Third, recount whenever a shift changes. An extra shift, a covered call-off, or a repeating shift all change the total.
